UNION TRAINING ASSISTANCE PROGRAMME (UTAP)

UTAP (Union Training Assistance Programme) is a training benefit for NTUC members to defray their cost of training. This benefit is to encourage more NTUC members to go for skills upgrading.

NTUC members who initiate training on their own could enjoy 50% discount off *unfunded course fee support for up to $250 each year training benefits for courses under Union Training Assistance Programme (UTAP) per year. 

NTUC members aged 40 and above can enjoy higher funding support up to $500 per individual each year, capped at 50% of unfunded course fees.

*Unfunded course fee refers to the balance course fee payable after applicable government subsidies excluding course material fees, and other administrative fees, etc.

ELIGIBILITY CRITERIA

All NTUC members can apply for UTAP. However, the following criteria must be met to be eligible for UTAP:

  1. Paid-up union membership before the course commenced, throughout the course, and at the point of claim
  2. Course by training provider must be supported under UTAP, and training must commence within the supported period
  3. The course must not be fully funded through company sponsorship or other types of funding
  4. You must not be blacklisted by SSG for training grants
  5. You must achieve minimum attendance for the course based on existing Government regulations and sit for all prescribed examination(s) if any
  6. UTAP application must be submitted within 6 months after course completion

HOW DO I CLAIM?

For examinations and training programmes under non-upfront UTAP, customers are advised to log in to the NTUC portal and apply for UTAP claim within 6 months after the course ends.  Late applications will be rejected.

For Singaporeans aged 25 & above

ADDITIONAL SKILLSFUTURE CREDIT (MID-CAREER SUPPORT) CANNOT BE USED for the RES Course and can only be used for

SkillsFuture Career Transition Programmes as specified by SkillsFuture Singapore (SSG).

To improve individuals’ access to Career Transition Programmes, a one-off SkillsFuture Credit of $500 was provided to every Singapore Citizen (SC) aged 40 to 60 (inclusive) as at 31 December 2020. This was in addition to the one-off $500 SkillsFuture Credit top-up for SCs aged 25 and above as at 31 December 2020.

C. Additional SkillsFuture Credit (Mid-Career Support)

  • Additional one-off special S$500 credit

  • From 1 June 2022, eligible courses will be expanded to include: courses delivered by SSG-appointed CET centres, courses that fulfil training requirements for Progressive Wage Model sectors, and Full Qualification Programmes delivered by Institutes of Higher Learning.

  • Expires on 31 Dec 2025

REAL ESTATE SALESPERSON EXAM

1. RES Exam

RES exam is the only industry entry qualifying exams for Real Estate Salespersons. The exam consists of 2 papers comprising mostly     Multiple Choice Questions (MCQ), some short answer questions and case studies. Candidates will not be tested on Government policy changes announced or implemented within one month before the RES examination.

4. RES Paper 1 & 2

a) Paper 1 (2½ hours)

With effect from March 2023 RES examination, the new format for Paper 1 and Paper 2 will comprise 80 multiple choice questions (MCQs) in two sections. There will be no section with short answer questions.


The revised RES examination format will take effect from the RES examination to be held on 25th and 26th March 2023.

b) Paper 2 (2½ hours) - Same format as Paper 1

The duration of the RES exam remains unchanged.

With effect from July 2011 RES examination, modular passing will be allowed. Candidates who have passed either Paper 1 or Paper 2 need to retake only their failed Paper from August 2011 RES examination onwards. Upon passing the remaining Paper, the candidate will be considered as having passed the RES examination and will be subsequently issued an RES Certificate. The candidate must submit the salesperson registration application through and with the support of a licensed estate agent within 2 years of the date of issue of the final results. Otherwise, the results will not be valid for registration purpose.

Candidates who failed both Papers will need to retake the RES exam as a fresh candidate; i.e. need to take Paper 1 and 2 in a single sitting in their next attempt. Modular passing will apply only if the candidate has passed one Paper. 

Important Note

There is no change to the examination requirement for RES course participants to pass the RES examination within 2 years from the date of issuance of the Certificate of Completion of RES Course. If they are unable to pass the remaining Paper within the 2-year timeframe, they will have to re-take the RES course and take the full RES examination i.e. both Papers 1 and 2.

6. Examination Passing Marks

Passing mark for each examination paper is 60% and is subject to review by CEA.

7. Examination Results Notification

Candidates who have taken the examinations will receive an email notification from CEA's appointed exam administrator informing them of their examination results 4 - 6 weeks after the examination.

8. Examination Results  

With effect from July 2011 RES examination, modular passing will be allowed. The results for July examination onwards will be in one of the following formats:

  • Pass (P)
  • Fail (F)
  • Pass Paper 1; Fail Paper 2 (P1 F2)
  • Fail Paper 1; Pass Paper 2 (F1 P2)
9. Appeals 

Candidates who like to appeal in their RES examinations results may apply as follows:
  • All appeals must be made in writing to CEA's Appointed Exam Administrator on prescribed forms within 7 working days from and including the day of release of assessment results
  • Candidates can only appeal for failed paper. 
  • An administrative fee (non-refundable) of $64.20 (inclusive of GST) per paper will be imposed. 
  • Answer scripts will not be shown to Candidates and appeal outcome will be made known in writing within 14 working days from date of appeal submission


10. No Guaranteed Seats / No Extension of Validity Period / Time period to Pass RES Exam


Due to the high demand for RES examination seats, RES Course participants who have completed the RES course may not get a seat at the RES examination.

CEA will not extend the validity of your RES Course completion certificates. The 2-year period to pass the RES examination is put in place to ensure that candidates possess currency of knowledge to prepare for the examination.

All RES course participants are required to pass the RES examination within 2 years from the date of issuance of the RES course completion certificate. Candidates with a partial pass in the RES examination are required to pass the remaining paper(s) within the 2-year timeframe. Should they fail to do so, the partial pass in the RES examination will not be valid and candidates will have to re-take the RES course before attempting the full RES examination again.

CEA will only extend the RES course certificate validity period by one year for course participants who have completed the RES course on any date from 22 February 2018 to 30 April 2021 (both dates inclusive). 


11. Upon Passing RES Exam and Validity of RES Exam Result


Upon passing the RES examination, the candidate will be issued the RES examination certificate. If the candidate wishes to join the real estate industry as a salesperson, he/she must submit his/her salesperson's registration application through a licensed estate agent within 2 years from the month of the examination which he/she sat for and passed, failing which the examination results will no longer be valid for salesperson registration purposes. 

For example, if the candidate has passed the July 2023 RES examination, the validity of his/her RES examination results for his/her salesperson's registration application will be till 31 July 2025. This is the final date by which the candidate's registration application must be submitted by a licensed estate agent to CEA Licensing Division. Upon the expiry of the RES examination result, the candidate will need to retake the RES course and RES examination should he/she be interested to join the real estate agency industry as a salesperson.
