CPD Cycle

Each CPD cycle starts from 1st October of the year till 30 September of the following year (e.g. 1 Oct 2013 - 30 Sep 2014).

All KEOs, practising Directors/Partners and Salespersons are required to fulfill a minimum of 6 hours of learning activities under the mandatory CPD for each calender year of which 3 CPD credit hours must be on core subjects.

New Salespersons are exempted from CPD requirement for the first CPD cycle but will need to comply with CPD requirement for the next and subsequent CPD cycles. 

New CPD Framework


The Council for Estate Agencies is implementing a new CPD Framework with effect from 1 October 2019.  This will apply from the next CPD cycle commencing 1 October 2019.

The new framework aims to facilitate salespersons in keeping abreast of the latest changes in policies and procedures relating to the property transaction process and ensure that they are equipped with the necessary knowledge and skillsets to thrive in the new digital environment. The new CPD framework includes a more structured approach to guide salespersons in achieving deeper technical knowledge and skillsets to perform duties in different segments of the property market. This new CPD framework is one key initiative of the Real Estate Industry Transform Map and is the result of a collaborative effort between CEA and the estate agency industry.

Courses related to professional competencies offer salespersons opportunities to develop and deepen their knowledge in estate agency work. These will be grouped into three categories: laws and regulations, property markets, and other related real estate knowledge.

Courses related to generic competencies will contribute towards salespersons’ overall personal development and sharpen their soft skills. These are grouped into 18 categories, including those on leadership, digital literacy, communication, and creative thinking.  

The current framework of CPD credit hours will be revised to CPD credits to better reflect the credit system. Under the new CPD framework, KEOs and salespersons are required to achieve a minimum of six CPD credits per CPD cycle. The six CPD credits must comprise four CPD credits from courses related to professional competencies and two CPD credits from courses related to generic competencies. CEA will grant CPD credits for courses under the professional competencies and KEOs will grant the CPD credits for courses under the generic competencies. CEA may introduce mandatory CPD courses in the future. Please refer to the following table for the structure under the new CPD framework:

Transitional CPD Requirements in 2018/2019 Cycle

For this current 2018/2019 CPD cycle which will end on 30 September 2019, KEOs and salespersons are required to fulfil the six CPD credits hours (i.e. CPD1 requirement) under the existing CPD framework. Out of these six CPD credit hours, three credit hours must be for the Core subjects, i.e. either from the C1, C2, or C3 categories. There is no need to fulfil the CPD2 requirement, i.e. attend at least one core CPD course from each of the three categories: C1, C2, and C3 over three consecutive CPD cycles (i.e. over a three-year period). The CPD2 requirement is waived for the transition to the new CPD framework.

There is no need to attend at least one core CPD course from each of the three categories: C1, C2, and C3 over 3 consecutive CPD cycles (i.e. CPD 2 requirement). This requirement is waived for the transition to the new CPD framework.
  • Fulfil minimum six CPD credits, of which four credits must be from courses under professional competencies and two credits from courses under generic competencies for each CPD cycle.

(Note: CPD credit hours earned before 1 October 2019, will be converted to CPD credits under the new CPD Framework.)

Note: KEOs, practising directors/partners and salespersons whose registrations have lapsed for more than two years are required to take the Real Estate Salesperson (RES) / Real Estate Agency (REA) course and pass the RES/REA examination.

Questions and Answers on New CPD Framework

1.   I am an existing salesperson. What do I need to do from now till 30 September 2019?

You will need to fulfil at least six CPD credit hours, of which three CPD credit hours must be on core CPD subjects under the current CPD framework, for registration in October 2019. You can attend courses on any core CPD subject, and attend non-core CPD courses that are supported by your KEO. 

2.   I have attended C1 and C2 courses consecutively over the past two years. Do I need to attend a C3 course this year for renewal?

You are not limited to a C3 course to meet the CPD requirement for this year’s renewal. You do not need to attend at least one core CPD course from each of the three categories: C1, C2, and C3 over three consecutive CPD cycles (i.e. over a three-year period) as this requirement will be waived.

You will be required to fulfil at least six CPD credit hours, of which three CPD credit hours must be on any core CPD subject, for current year’s CPD cycle.

However, we encourage you to attend non-core courses supported by your KEO, as these courses are also important in raising skills and professionalism.

3.   I have already attended three core CPD courses, totalling six core CPD credit hours this year, do I still need to attend a non-core CPD course to meet the requirements under the new CPD framework?

You would have met the CPD requirements for this year’s cycle as you have already fulfilled six CPD credit hours and have met the requirement of at least three CPD credit hours on core subjects.

The new CPD requirements of fulfilling four CPD credits from professional competencies and two CPD credits from generic competencies will only take effect from the 2019/2020 CPD cycle, i.e. from 1 October 2019 onwards. 

4.   If I complete more than six credits within a cycle, can the excess credits be carried over to the following year?

You are not allowed to carry forward excess CPD credits to the following year. The objective of CPD is to ensure that salespersons equip themselves with professional knowledge that is current and relevant.

5.   I am a KEO. I have a former salesperson who wants to return to the industry and join my agency. What are the requirements for CPD fulfilment?

Salespersons whose registrations have lapsed for up to two years will be required to fulfil the same number of CPD credit hours/credits as if he/she was still registered with CEA, before applying for registration. 

If he/she plans to return to the industry before 1 October 2019, he/she will be required to undertake a minimum of six CPD credit hours per each CPD cycle, of which at least three CPD credit hours must be on core CPD subjects under the current CPD framework.

If he/she plans to return after 1 October 2019, he/she will be required to fulfil a minimum of six CPD credits - four credits under professional competencies, and two under generic competencies for each CPD cycle, before applying for registration.

6.   Does CEA have any criteria of how courses on generic competencies are accorded credits? 

CEA is currently updating the CPD guidelines for the new CPD framework. A new set of CPD guidelines will be introduced for use from 1 Oct 2019. Similar to current arrangements, KEOs are required to assess the relevance of the courses or activities undertaken by the salespersons and make sure that their generic competencies credits are in line with the CEA’s requirements.

7.   Did CEA consult the industry on the changes?

In developing the new CPD framework, CEA consulted various stakeholders in the industry, including the industry associations, KEOs, salespersons, Institutes of Higher Learning (IHLs) and other Government agencies.
